The Texas Longhorns returned to national prominence in Steve Sarkisian’s third season in Austin, and they’ll have the quarterback who brought them to the College Football Playoff as they head into the SEC.

Quinn Ewers will be the guy under center when the Longhorns kick off their 2024 season, meaning highly touted recruit Arch Manning has another year of waiting in the wings.

“Quinn’s our starter,” Sarkisian said Wednesday at his National Signing Day press conference.

Ewers was eligible for the 2024 NFL Draft but chose to return for his senior season.

“I think it was big for Quinn,” Sarkisian said of Ewers returning for another season. “I think [it was] pretty easy to see from the naked eye the development that Quinn made from year one to year two. I don’t think that Quinn was a finished product yet. And I think there is plenty of room for growth and improvement and development in his game going into year three.

“And I think, naturally, when you get into the College Football Playoff and you look at the team that beat us, that was a sixth-year senior quarterback [Michael Penix Jr.] that played at a really high level in that game. I do think his experience, his maturity are all going to be things that he can benefit from. We’re going to need his leadership.”

Sarkisian praised Manning’s progress in his freshman season, saying he showed a lot of growth in the second half of the year.

“I think Arch has got an extremely bright future,” Sarkisian said. “We’re very fortunate to have him on our roster. He’s got great leadership skills, got a great skill set. So, those two guys are going to be big for us next fall.”

Manning, the nephew of NFL legends Eli and Peyton Manning, saw limited playing time during his freshman season. He made his Texas debut late in the year against Texas Tech, completing two of five passing attempts.

Before the matchup against Washington in the Sugar Bowl, Manning shut down any chance of the idea that he would transfer.

“Obviously, there’s always rumors, especially nowadays, but I haven’t looked into transferring at all,” Manning said. “I’m just focused on developing and helping this team any way I can and hopefully one day playing for the University of Texas, like I’ve always wanted to.”

Texas will compete in the SEC next season after winning the Big 12 Championship for the first time since 2009.

European Union lawmakers called on Thursday for an independent investigation into allegations of vote-rigging in Serbia and demanded that EU funds be cut off if the authorities in Belgrade fail to cooperate with the inquiry or are found to be implicated in election irregularities.

The governing Serbian Progressive party of populist Serbian President Aleksandar Vučić won the Dec. 17 parliamentary and municipal elections, securing 129 seats in the 250-seat assembly. The opposition Serbia Against Violence coalition finished a distant second with 65 seats.

A vote-monitoring mission set up by international rights watchdogs said in a preliminary report that the polls were “marred by harsh rhetoric, bias in the media, pressure on public sector employees and misuse of public resources.”

Serious irregularities included alleged cases of vote-buying and ballot box stuffing, according to the Organization for Security and Cooperation in Europe and the Parliamentary Assembly of the Council of Europe, which aren’t part of the EU, and the European Parliament.

In a resolution, passed in a 461-53 vote with 43 abstentions, the lawmakers noted with “serious concern” that evidence collected by observers showed that irregularities “may have critically impacted” voting results, notably in the capital Belgrade, and “undermined the legitimacy” of the polls.

The resolution called for “an independent investigation by respected international legal experts and institutions” into all the polls, with “special attention” focused on what happened in Belgrade.

The lawmakers called “for the suspension of EU funding on the basis of severe breaches of the rule of law in connection with Serbia’s elections,” should the authorities ignore the investigation’s findings or are found to have been directly involved in voter fraud.

The resolution has angered Serbian Prime Minister Ana Brnabić.

“I can hardly put into words the extent to which the European Parliament’s resolution is scandalous,” Brnabić said, and she condemned opposition officials for traveling to the EU legislature to lobby for the resolution to take a tough line.

“They want MEPs (members of the European Parliament) to line up our citizens, for Serbs to account to them, and I wonder how can they have the right to humiliate the citizens of Serbia in this way,” Brnabić said. “Shame on them.”

The resolution, adopted during a plenary sitting in Strasbourg, France, is nonbinding but it constitutes yet another official expression of concern about Vučić and his party. Vučić’s ties to Russian President Vladimir Putin and his failure to enforce EU sanctions on Moscow have dismayed many.

Serbia is a candidate to join the 27-country EU, and Thursday’s resolution underlined that Belgrade’s membership talks “should advance only if the country makes significant progress on its EU-related reforms.”

On Tuesday, Serbia’s National Assembly held a tense inaugural session as the ruling nationalists ignored the reports of vote-rigging and other irregularities.

As it started, opposition lawmakers gathered around the speaker’s stand, whistling, booing and holding signs that read “You Stole the Elections.” Others held photos of Vučić with a caption that read “The mafia boss.”

Supporters of the ruling party displayed a large banner denouncing the opposition.

The White House on Thursday announced that U.S. Immigration and Customs Enforcement will soon be “forced” to reduce operations at the southern border due to lack of funds.

Press secretary Karine Jean-Pierre told reporters that because Republicans have not passed the bipartisan border security agreement with funding for Israel and Ukraine, the administration is left with no choice but to pull back from the border.

“Because congressional Republicans are choosing partisan politics over our national security and refusing to pass the bipartisan national security agreement that includes significant border reforms and funding, over the coming weeks, ICE will be forced to reduce operations because of budget shortfalls,” Jean-Pierre said during a gaggle on Air Force One.

“We have asked Congress for additional funding and resources, and every time Congress has provided less than we asked for, or most recently, completely ignored our supplemental request,” she said.

The bipartisan border security bill Jean-Pierre referenced, negotiated by Sens. James Lankford, R-Okla., Krysten Sinema, I-Ariz., and Chris Muprhy, D-Conn., has drawn backlash from more than 20 GOP senators since its release, who argue it would not stem the historic levels of illegal migrant crossings. Several Democrats also oppose the bill, saying it would hurt migrants seeking asylum.

The border agreement was tied to funding for Israel and Ukraien in a $118 billion national security supplemental package. The immigration portion of the bill includes heightened asylum restrictions and gives President Biden the authority to suspend the bill on an emergency basis.

The emergency bill introduces a new three-year authority, akin to COVID-era Title 42, enabling officials to shut down entries into the U.S. at the southern border.

This provision occurs when there is a seven-day average of 5,000 daily encounters or 8,500 in a single day. DHS must then expel all migrants, except unaccompanied children, until encounters drop at least 25% for seven consecutive days, with a 14-day deadline for ending the authority.

However, the bill states that if the president “finds that it is in the national interest to temporarily suspend the border emergency authority, the President may direct the Secretary to suspend use of the border emergency authority on an emergency basis.” Essentially, the “border emergency” triggered at 5,000 crossings per day within a week can be overturned by Biden.

House Republicans, including Speaker Mike Johnson, R-La., have declared the bill “dead on arrival,'” arguing that the 5,000 daily crossings threshold is an invitation for illegal immigration, not a deterrent.
