A man accused of throwing furniture out of a 21st-floor window at Caesars Palace on the Las Vegas Strip on Tuesday while holding a woman hostage inside the room, causing a hourslong standoff with police, has been identified as a fugitive from Colorado.

Matthew John Ermond Mannix, 35, of Golden, has criminal convictions in Colorado for kidnapping in 2022 and property damage in 2012, according to prosecutor John Jones via the Associated Press. Mannix’s fugitive warrant is related to the kidnapping.

During a hearing on Wednesday, Jones asked Las Vegas Justice of the Peace Rebecca Saxe to set Mannix’s bail at $2 million because of his criminal history and the “extreme violence” displayed during the standoff at the hotel that lasted more than five hours.

Mannix is also accused of causing “excessive damage” to the property and posing danger to hotel guests who fled the area as items ranging from a coffee maker to a desk were thrown into the hotel swimming pool area from the 21st floor.

Saxe set Mannix’s bail at $750,000, though he will remain jailed in Las Vegas even if he posts bail – at least until a hearing Thursday morning related to his fugitive warrant.

Deputy Public Defender Marissa Pensabene, who is temporarily representing Mannix for his initial court appearance, said she did not know if he could post bail.

Mannix was not asked to enter pleas to charges from Tuesday’s incident, which include first-degree kidnapping, coercion with the threat of force, destruction of property and resisting arrest with a deadly weapon not a firearm. If convicted of the kidnapping charge in Nevada, Mannix could be sentenced to life in prison.

According to the arrest report, Mannix told police he had a gun and threatened to shoot security if they tried to enter the room he had allegedly pulled the woman into by force. He reportedly taunted officers by opening and closing the room’s door while announcing he had “a magazine full of” bullets.

The woman told police through the door that Mannix had a knife on him. Hours later when he surrendered, authorities found a knife, but no gun.

Though the woman has not been publicly identified, Mannix claimed she was his girlfriend. Aside from bruises and cuts on her legs and lower abdomen, which the woman told police came from climbing a fence, she was not seriously injured.

He was ordered by Saxe to not have any contact with her.

“When taken into custody, both (Mannix and the woman) were clearly under the influence of narcotics and experiencing drug-induced paranoia,” police said in the report. “It appeared the two … had binged illegal narcotics for the past several days.”

No other injuries were reported during or after the standoff.

Caesars Entertainment told Fox News Digital on Tuesday it was “cooperating fully with law enforcement officers on scene who are handling the investigation.”

He will appear in court again on Monday.

AI-powered chatbot tutors will likely revolutionize traditional education and benefit students with one-on-one training, according to a University of California, Berkeley professor of computer science. 

ChatGPT has already made its mark among students, as younger generations rushed to use the chatbot that can mimic human conversation when it was released last year. Berkeley professor and leading AI expert Stuart Russell speculates that as the technology evolves, it could revolutionize traditional education with ChatGPT-style personalized tutors.

“Education is the biggest benefit that we can look for in the next few years,” Russell told the Guardian of AI’s potential impact on education. “It ought to be possible within a few years, maybe by the end of this decade, to be delivering a pretty high quality of education to every child in the world. That’s potentially transformative.”

Russell, who was in Geneva last week for the UN’s AI for Good Global Summit, argued that personalized chatbots could possibly cover “most material through to the end of high school” for students, all from their cell phone or computer. 

STUDENTS WHO USE AI TO CHEAT WARNED THEY WILL BE EXPOSED AS DETECTION SERVICES GROW IN USE

OpenAI is currently testing a virtual tutor program powered by GPT-4, according to an announcement of a partnership with an education nonprofit in March. The program “functions as both a virtual tutor for students and a classroom assistant for teachers,” OpenAI said in its announcement. 

AI LIKENED TO GUN DEBATE AS COLLEGE STUDENTS STAND AT TECH CROSSROADS

Russell said studies show that one-on-one tutoring is two or three times more beneficial to students compared to traditional classroom learning. He told the Guardians that there will likely be “reasonable fears” among teachers and their unions of “fewer teachers being employed – possibly even none.” He noted to Fox News Digital, however, that he doesn’t “necessarily” believe that scenario will play out, and is more focused “on the potential added value from AI tutors” than the bots replacing teachers. 

“If I were the government or the school district, and there’s an opportunity to double the quality of education – getting most kids to college level by the age of 11 or 12 – with 25% more teachers, I would take this deal,” Russell told Fox News Digital. “The teachers would work as guides with small groups of kids, also helping them to learn to collaborate and so on, rather than teaching one lesson to a large class.”

When asked about using AI in the classroom, a spokesperson for the National Education Association directed Fox News Digital to a resolution the labor union passed at its annual meeting detailing the use of AI must “support the needs of students and educators,” “be equitable, accessible, and inclusive,” and not include any bias. 

“The National Education Association believes that the development and expanding use of Artificial Intelligence (AI) technologies will continue to impact students, educators, public education, and the greater community,” the resolution states before outlining guiding principles such as AI needing to be transparent and to “not compromise the privacy of educators, students, or their families.” 

Russell did note that risks associated with using the technology include possible indoctrination of students, while human involvement in education would still be necessary. Human roles in education could morph into roles such as “playground monitor” or leading classes on civics and morality or group exercises, according to the Guardian article. 

COLLEGE STUDENTS OPEN UP ABOUT ARTIFICIAL INTELLIGENCE IN THE CLASSROOM: ‘EVERYONE IS USING CHATGPT’

His comments come on the heels of a study out of Denmark that found “charismatic” robots, those that are programmed to speak in a passionate tone, can have a positive impact on college students, boosting creativity during group projects. 

“We haven’t done the experiments so we don’t know whether an AI system is going to be enough for a child. There’s motivation, there’s learning to collaborate, it’s not just ‘Can I do the sums?’” Russell said. “It will be essential to ensure that the social aspects of childhood are preserved and improved.”

ChatGPT and other chatbots have become so well-educated, Russell said at the UN summit, that they are “starting to hit a brick wall” and may soon be “running out of text in the universe” to use for training.

A study released last month, which has not yet passed peer review, found ChatGPT was able to successfully complete Massachusetts Institute of Technology undergraduate courses in mathematics, computer science, and electrical engineering. 

EDUCATORS ARE EXPLORING AI SYSTEMS TO KEEP STUDENTS HONEST IN THE AGE OF CHATGPT 

The study – which was authored by 15 experts, including MIT professors – found the chatbot was able to answer questions for the curricula with 100% accuracy. Three MIT students who examined the methodology, however, claim they found “glaring problems” with the study that essentially allowed ChatGPT to cheat its way through the courses, according to the Chronicle of Higher Education.

Russell has urged caution amid AI’s explosion in use since the release of ChatGPT, heralding the tech as a tool that can help humanity flourish, but one that could also “wreak terrible harm.” Russell was one of the thousands of tech experts, leaders and others who signed an open letter calling for a pause on AI research at labs so policymakers and lab leaders can “develop and implement a set of shared safety protocols for advanced AI design.”

“I also signed the letter, in the hope it will (at least) lead to a serious and focused conversation among policymakers, tech companies and the AI research community on what kinds of safeguards are needed before we move forward. The time for saying that this is just pure research has long since passed,” Russell wrote in an op-ed in the spring.

A Jamaican man pleaded guilty to mail and wire fraud charges in a Scranton, Pennsylvania, court in connection with a phony sweepstakes scheme that targeted elderly Americans, the Department of Justice announced Wednesday.

Damone Oakley, 41, pleaded guilty to two counts of mail fraud and two counts of wire fraud after he admitted to attempting to make himself wealthy through a fraudulent sweepstakes scheme targeting elderly and vulnerable Americans. He was extradited to the U.S. from Point District, St. James Parish, Jamaica, to face the charges.

The scheme involved telling people they won millions of dollars and luxury vehicles in sweepstakes, but had to pay taxes and fees in order to claim their winnings. 

Oakley used the postal service, text messages or phone calls to contact his victims under different names, like “Officer Alex Logan” and “Officer Stan Valentine.”

JAMAICAN NATIONALS PLEAD GUILTY TO RUNNING FAKE SWEEPSTAKES, SCAMMING ELDERLY OUT OF MILLIONS

The fraudulent payments requested by Oakley would be sent directly to him via a wire transfer, direct bank deposit, through the postal service or private commercial mail carriers. In some instances, Oakley would have the money sent to others in the U.S. and elsewhere who then transferred the money to him.

In addition to sending cash or wire transfers, some victims were also told to buy electronics, jewelry and clothing, which were sent to Oakley in Jamaica through mail forwarding services in Florida.

The DOJ said Oakley scammed “the most vulnerable people in our society” out of hundreds of thousands of dollars.

“Today’s guilty plea reflects our office’s commitment to protecting elderly victims and punishing individuals who engage in this type of behavior,” U.S. Attorney Gerard M. Karam for the Middle District of Pennsylvania said in a statement on Wednesday.

Eric Shen, Inspector in Charge of the U.S. Postal Inspection Service’s (USPIS) Criminal Investigations Group, reiterated Karam’s sentiments, adding that Wednesday’s plea agreement exemplifies the group’s commitment to “investigating scammers, domestically and internationally, who use the U.S. mail to enrich themselves by targeting and financially exploiting vulnerable American consumers, including the elderly.”

The case was investigated by the USPIS with assistance from the DOJ’s Office of International Affairs and the U.S. Marshals. Law enforcement partners in Jamaica helped to secure Oakley’s arrest and extradition.

“Oakley was the first individual whose extradition was requested by the United States under Jamaica’s revised Extradition Act, and we are confident that we will continue our efforts to root out fraud that targets vulnerable consumers, wherever the fraudsters are located,” said Principal Deputy Assistant Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division.

The DOJ said it has a help hotline available for people over the age of 60 who have fallen victim to financial fraud. It can be reached seven days a week from 6 a.m. to 11 p.m. ET at 1-833-372-8311.
